ALARMS

The primary mission of the Police Department is the protection of life and property. The Police Department has been the recipient of a growing number of complaints from residents regarding their annoyance over false alarms; a false alarm being one that is activated by inadvertence, negligence or the malfunctioning of the device or relevant equipment.

These false alarms present potentially dangerous conditions for the responding officers, who must approach each activation as a genuine alarm, while approximately 99 percent have been false. The Borough of Beachwood introduced an Alarm Ordinance for answering alarms, while protecting the responding police officer.

The ordinance applies to any person who operates, maintains, or owns any alarm system having an audible device or requiring response by the Police Department. Any person, firm, or corporation who desires to own or operate an alarm system must apply to the Beachwood Police Department; providing such information as location of the system, person responsible for ownership and operation, list of persons to be contacted in the event of an alarm, and the name of the installer and type of device.

ANY CHANGE(S) IN THE ALARM APPLICATION MUST BE REPORTED TO THE POLICE DEPARTMENT.

In the case of a false alarm, any person having such knowledge, shall immediately notify the Police Department. The following minimum penalties are prescribed for false alarms:

Any person, entity, firm, corporation or other group that is found guilty of violating any of the provisions shall be subject to a fine of not less than fifty ($50.00) dollars nor more than three hundred fifty ($350.00) dollars. Each incident shall be considered as a separate violation. In addition to any penalty that may be ordered by the court, the Chief of Police may authorize the disconnection of subscriber alarms from the Police Department after giving written notice to the subscriber. (Ord. #88-17, 4)
